I do not know if this would work, but i have seen WHs from low sec to 0.0 which a charon fits in (we used this to get a station egg out without arranging an escort fleet), are there any from 0.0/low to 0.0 that a carrier would fit in?

tbh i would prefer if they reduced the turret sizes on frigates and crusiers to match the relative size of the battleship guns, though i do agree that the scale difference between battleships and the rest is silly.
